Heres what CricBuzz says about him.
Khoda was a right-handed opening batsman hailing from Rajasthan who was the talk of his town when he exhibited precocious talent at the junior level and drew comparisons with Sachin Tendulkar after scoring a hundred on Ranji debut in the 1991/92 season. As he continued to pile on the runs in the domestic circuit, he peaked with a marathon 237 in the 1994/95 Ranji quarter-final which exhibited character and grit - two of the most valuable traits of a classical Test opener. However, in the cricketing backwaters of Rajasthan, Khoda simply couldn't establish himself and rise above the choking powers of regional bias in the Indian domestic circuit.
HIs talent did come through at long last, when he represented India in two ODIs, one of which included a Man of the Match performance of 89 runs against Kenya. A technically sound batsman, he was perhaps the most stoic new opener at the time, but clearly was not given sufficient opportunities to prove himself at the international level, and was instead shunned away to play the Commonwealth Games in Malaysia in 1998, where he had an ordinary run of scores.
After a brief international career and a sparkling domestic resume, Khoda withdrew from playing the game and instead entered cricket administration. In 2015, he was inducted into the Sandeep Patil led, five-member selection panel as the Central Zone selector. His stay though was shortlived, getting the axe with the Supreme Court directed Lodha Panel's recommendations coming through in 2016, reducing the selection panel from five to three members.
Heres what ESPNcricinfo says about him.
Gagan Khoda, a right-hand opening batsman from Rajasthan, enjoyed an outstanding junior career before making a century on debut in the Ranji Trophy in 1991-92. A score of 237 in the Ranji quarter-final in 1994-95 further established him as a promising youngster. He represented India in two one-day internationals and
scored a wonderful 89 against Kenya. He scored 26 in the other match. He was probably the best of the new openers which India had tried out. He also played in the 1998 Commonwealth Games in Malaysia, without much impact.
